Man arrested for alleged indecent exposure in Steamboat Springs grocery store parking lot

A man was arrested Friday for allegedly masturbating in the City Market parking lot in Steamboat Springs, according to the arrest affidavit.

Levi Espino, 39, is charged with indecent exposure, a Class 1 misdemeanor.

On Nov. 7, police responded to a call about a suspicious man parked in the City Market parking lot in Steamboat Springs.



A woman reported that she was sitting in her car in the parking lot when she saw a man in a white SUV parked next to her was “making a lot of strange and quick” movements, states the affidavit.

The woman then saw the man allegedly masturbating while “staring” at her, according to the document.



The affidavit adds that the woman also saw that he was not wearing pants, only underwear. After the man noticed the woman saw him, he quickly left the parking lot and fled.

The woman told police that she felt violated by the man’s actions, and her children — who are all under 5— were in the back of her vehicle at the time of the incident, making the situation “far more disturbing,” the document states.

She also added that she felt “targeted” because the man had pulled into a parking space directly next to hers with “purpose,” according to the affidavit.

Before the man was able to flee the area, the woman took photos of his vehicle. Police then located a vehicle matching the description using Flock Safety cameras.

Police found that the vehicle was registered to Espino, and his physical description matched the one that the woman had provided. After showing her a Department of Motor Vehicles photo of Espino, the woman “immediately and without hesitation, confirmed that Espino was the man she saw masturbating in the white SUV,” the document states.

District Court Judge Billy-George Hertzke later approved a warrant for Espino’s arrest on Nov. 10. Espino was arrested on Friday.

Espino was issued a $1,000 personal recognizance bond, according to the Routt County Combined Courts clerk’s office. He is set to appear in court next on Tuesday.
