Impact of U.S. foreign aid cuts topic of Thursday talk at library

An analysis of the consequences at home and abroad of slashing of U.S. foreign assistance will be offered Thursday evening at the Bud Werner Library.

Gloria Jean Garland will present her analysis of the consequences at home and abroad of the slashing of U.S. foreign assistance. The free event, “Service Disrupted,” will start at 7 p.m. in Library Hall.

Garland is a human rights lawyer and retired foreign service officer whose career with the U.S. Agency for International Development spanned the Clinton, Bush, Obama and Trump presidencies.



Garland will emphasize the importance of a professional, nonpartisan foreign service. Although foreign aid makes up less than 1% of the federal budget, its impact is huge. For Garland, America’s foreign service is the frontline defense protecting national security, prosperity and global influence.

Her experience includes serving at USAID headquarters in Washington, D.C. and at U.S. embassies in Haiti, Afghanistan, Colombia, Rwanda and Mexico.
