Council poised to name Leeson as city manager of Steamboat Springs

Steamboat Springs City Council will decide at its Tuesday meeting whether to approve an employment contract naming Tom Leeson as new city manager, according to a city news release.   

Leeson, currently serving as deputy city manager and recently acting as interim city manager, would succeed Gary Suiter, who retired last month after nearly a decade in the role.

Leeson brings 25 years of experience in public administration, policy analysis, community development and financial planning. As deputy city manager, he oversaw five divisions: City Clerk, Communications, Facilities, Information Technology and Intergovernmental Services. 



Previously, he served as planning and community development director in Fort Collins, where he led a major departmental reorganization to improve efficiency and customer service. Leeson has also held planning roles with Clarion Associates, the city of Greeley and the city of Steamboat Springs.

“I think it’s terrific,” said Councilor Joella West of Leeson’s tentative appointment. “We had really qualified candidates, so Tom earned this, no question about it. The interview process was intensive and exhaustive for everyone, and he shone through that. I’m excited to work with him as city manager — it was great working with him as deputy city manager.” 



Leeson has led key projects such as developing Steamboat Springs’ first strategic plan and spearheading efforts for the new City Hall, Fire Station 1 and Civic Plaza. He also manages the city’s performance excellence initiatives to enhance organizational effectiveness.

Leeson holds master’s degrees in urban and regional planning from the University of Colorado and real estate development from the University of Maryland, along with a bachelor’s degree in psychology from the University of Massachusetts. He is also a credentialed manager with the International City/County Management Association.

“Tom’s previous experience, his knowledge of and lived experience here in Steamboat Springs and the Yampa Valley uniquely qualifies him to lead city staff and to collectively support city council’s work to meet our community’s needs and priorities,” said Council President Gail Garey. 

“Tom Leeson is the right choice for city manager of Steamboat Springs,” said Councilor Steve Muntean. “Tom’s experience, expertise and knowledge of Steamboat’s character and culture make him a great fit for the city manager position.”
