Colorado Public Utilities Commission opens Utility Bill Help program for 2025-26 winter season
The Colorado Public Utilities Commission has opened the Utility Bill Help program for the 2025-26 heating season, aimed at assisting income-qualified Coloradans with paying their utility bills, according to a statement released Wednesday.
The program began this month and runs through Aug. 31, 2026, helping eligible customers access utility-run bill assistance programs that cap home natural gas and electric bills at no more than 6% of a household’s monthly income.
To qualify, applicants must be customers of Atmos Energy, Black Hills Energy, Colorado Natural Gas or Xcel Energy and meet certain income requirements dictated by the PUC.
Applicants are encouraged to first apply for the Colorado Low-Income Energy Assistance Program, a federally funded program that provides one-time bill assistance and heating system repairs or replacements for eligible Coloradans under 60% of the state median income.
The Low-Income Energy Assistance Program will begin accepting applications Nov. 1, and those denied or deemed ineligible may still receive aid through the Utility Bill Help program.
“The PUC created the Utility Bill Help program as one more way to help our most vulnerable families receive benefits that help them save money, stay safe and warm, and stay in their own homes,” said PUC Director Rebecca White in the statement. “The UBH program has been instrumental in connecting income-qualified families with the utility bill energy assistance programs that can make a big difference in Coloradans’ lives.”
Additionally, the PUC offers the recently launched Colorado Energy Savings Navigator, a digital tool helping residents identify over 600 energy rebates and 18 bill assistance programs, including federal tax credits set to expire this year.
