Candidate list finalized for Steamboat Springs City Council election in November

With petitions for Steamboat Springs City Council candidates due this past Monday, the official list of candidates vying for four seats in the Nov. 4 election has been finalized, according to City Clerk Julie Franklin.

Terms for Districts 1, 2 and 3 are four years and will expire in November 2029, while the two-year at-large term will expire in November 2027.

Candidates by district:



  • District 1 (precincts 11, 12 and 13): Gail Garey (incumbent), Kelly Phillips
  • District 2 (precincts 14, 15 and 16): Steve Muntean
  • District 3 (precincts 17, 18 and 19): John Agosta, David Box
  • At-Large (all precincts): Joella West, Loryn Duke, Walter Magill, Robbie Shine, Kim Haggarty, Dave Barnes, Blythe Casner

Candidates were required to submit nomination petitions signed by at least 25 registered voters in their respective districts — or citywide for at-large candidates — between Aug. 5 and Aug. 25. 

Following the Nov. 4 election, the newly elected council members will be sworn in and officially begin their terms at the first City Council meeting following the election, currently scheduled for Tuesday, Nov. 18, where the new council president and president pro-tem also will be chosen.
