Steamboat police arrest two men for alleged cocaine distribution and prohibited use of weapon

Steamboat Springs police arrested two men at the Dream Island mobile home park on Saturday after responding to reports of gunshots in the area.

Darwin Mejia Cruz, 27, was charged with reckless endangerment and prohibited use of a weapon, according to the arrest affidavit.

Jose Lara Figueroa, 25, was charged with possession and use of a controlled substance, tampering with physical evidence and distribution, manufacturing and dispensing or sale of a controlled substance, according to the arrest affidavit.



Around 1 a.m. on Saturday, Steamboat police were dispatched to Dream Island Plaza when a resident reported hearing gunshots outside of his home. While on the call, dispatchers “could hear additional gunshots,” according to the document.

According to the affidavit, three men were standing outside of a vehicle near a unit in the mobile home park, and one of the men was waving a pistol in the air and allegedly shot the firearm nine times.



The affidavit states that officers spoke to witnesses and gathered written statements and video footage of the incident.

Officers also collected eight 40-caliber shell casings near the vehicle and “did not see any further evidence of injured parties in the area,” according to the affidavit.

The affidavit states that while on the scene, officers found the vehicle parked “a few units down from where it was (previously) parked in the street,” and another shell casing was collected on the hood of the vehicle.

Police then searched the unit near the parked vehicle and surrounding property. According to the affidavit, Lara Figueroa lives in the unit.

In the unit, police found rolled-up dollar bills with “white powder drug residue,” around $3,140 in cash, plastic bags “associated with packing and measuring drugs for distribution,” a small plastic bag containing a “white powdered substance suspected to be cocaine,” a small scale and five cellphones, according to the affidavit.

The affidavit states that the white powdered substance later tested positive for cocaine.

Officers arrested Lara Figuroa and another man allegedly involved in the incident. According to the affidavit, no weapons were collected as evidence during the search. 

According to the affidavit, the other man interviewed by police stated that he and Lara Figuroa interacted with Mejia Cruz in the street, then Mejia Cruz started waving the pistol in the air and discharged the weapon.

The man stated that he walked away because “he thought (Mejia Cruz) was acting stupid,” according to the affidavit. The video footage of the incident confirmed this statement.

According to the affidavit, it is unclear whether Meija Cruz or Lara Figuroa fired the gun in the video footage. Lara Figueroa stated in an interview with police that he “heard gunshots” but “had no idea who shot the gun.”

When questioned about the drugs found in his residence, Lara Figueroa “admitted he is a habitual user of cocaine” and that the drugs belonged to him. He then claimed that the money was “borrowed” for a down payment on a new rental for him and his daughter to live in, according to the affidavit. 

The third man arrested told police that he saw Lara Figueroa “flush stuff down the toilet” before the unit was searched and stated he believed the substance was drugs.

The affidavit further states that Mejia Cruz is on probation from a DUI and eluding case in Moffat County and has an “extensive” criminal history with traffic, drug and alcohol, assault and disturbance offenses” and “has been known to resist arrest.”

The affidavit also adds that Mejia Cruz has previously been involved with gangs.

“Mejia Cruz has previously barricaded himself and is considered a high-risk, armed and dangerous individual,” the affidavit continues. 

According to police Sgt. Evan Noble, both Mejia Cruz and Lara Figueroa bonded out of the Routt County Jail earlier this week.
