Letter to the editor: Does the RTA truly benefit Steamboat?
Steamboat Springs, CO
In concept, a Regional Transportation Authority (RTA) sounds like a win. Yet the devil is in the details, threatening to make some jurisdictions winners at the expense of others.
Because the Intergovernmental Agreement (IGA) bans property taxes, voters are being asked to approve a 0.5% sales tax. While this might make sense for outer communities, does it make sense for Steamboat?
Steamboat residents are being asked to fund the transportation of an external workforce. Local employers love this arrangement — they get a subsidized labor pool while paying nothing toward the transit. In effect, residents are funding outside workers to compete for local jobs.
Supporters note that the Steamboat Ski Resort is contributing funds. However, that money faces a cliff in two years. Do we really believe the resort will commit long-term once local taxpayers lock in $7.8 million annually?
The service plan is also fundamentally lopsided. The IGA fully funds a local bus circulator service in Craig using RTA money, while explicitly excluding all other RTA jurisdictions.
Finally, transparency is an issue regarding groceries. While the RTA and City Council assure voters that groceries are exempt, Colorado Department of Revenue rules tell a different story. Many common supermarket items — including vitamins, paper goods, candy and carbonated beverages — will still be subject to the new tax.
It is up to Steamboat voters to decide if this deal is truly fair. No matter how you lean, make sure you make your voice heard at the ballot box.
