Town to set donation policy
Hayden — The town of Hayden will develop a policy governing donations to nonprofit organizations.
Town Board members decided Thursday night that a clear policy specifying qualifications, donation limits and other possible criteria would help them determine which donations are the best uses of tax dollars.
“We need a policy because we can’t say no to anybody,” trustee Ken Gibbon said.
The town’s administration and recreation donations for 2004 total $30,690 or 2 percent of the general fund budget.
Town clerk Lisa Johnston suggested the town devise a plan in preparation for the 2005 budget. Some towns in Colorado simply set limits on donations, while others specify certain types of organizations that qualify for funds or have policies to not donate to nonprofits.
Also Thursday, board members approved a resolution stating that a 20-acre parcel of land that may eventually hold 62 homes is eligible for annexation.
There was little discussion of the action, which was a formality before the developer, James Woods, presents his sketch plans for the Dry Creek subdivision to the Hayden Planning Commission next Thursday.
Woods plans to purchase the land, east of the Routt County Fairgrounds, from Kevin and Ann Copeland. Woods’ annexation application indicates he would build the project in three phases.
The board scheduled a hearing during a regularly scheduled Town Board meeting Sept. 16, at which time board members will hear any comments regarding the annexation proposal.
Also at the Town Board meeting, Sandy Evans Hall, executive vice president of the Steamboat Springs Chamber Resort Association, reported on the summer flight program, which has promoted summer flights to and from the Yampa Valley Regional Airport. The town of Hayden contributed $5,000 to the program’s $40,000 marketing budget.
Hall reported there are five daily flights out of the airport, including a Continental flight from Houston, which is the first time YVRA has seen direct summer flights from outside Colorado. All of the flights have averaged about 62 percent occupancy throughout the summer, Hall said.
In other business:
- The board approved a proposal from Katers & Associates planning firm to rewrite the town’s zoning and subdivision ordinances. The revision is included in the scope of work accomplished with a Gates Foundation grant dedicated to helping the town plan for growth. Town Manager Russ Martin confirmed the grant budget was in good shape.
- Board members approved a request from Oliver Spencer to annex a 2.13-acre parcel of land near Routt County Road 53 and Harvest Drive to build a single-family home.
- The board also approved a request from the Hayden Post Office to designate Town Hall as an alternate location, which is required under the federal Continuity of Operations Plan in the case of terrorist attacks or threats.
- The board presented Richard “Festus” Hagins a plaque of appreciation for his work as a former trustee and mayor of Hayden.
n Shauna Vandertook was appointed to the recreation board to replace Gloria Rogers, who resigned.
