Teacher pay plan tops priority list

The incomplete Knowledge and Skills-Based Pay system for Steamboat Springs School District teachers and support staff tops the School Board’s list of priorities.
The School Board identified its top four priorities Tuesday when it met for an all-day retreat. The retreat focused on bringing Superintendent Donna Howell up to speed on many of the school district’s issues, School Board President Paul Fisher said.
Board members spent a portion of the seven-hour meeting brainstorming district issues and ranking their importance.
In addition to the Knowledge and Skills-Based Pay system, the School Board identified fiscal oversight, communication and technology as other significant issues.
“We are continually assessing our top priorities,” Fisher said Wednesday. “Policy governance provides the discipline for the board to evaluate priorities and manage issues.”
The School Board, which will have at least two new members after the Nov. 4 election, must continue with its work regardless of how long the current board is together, Fisher said.

“We’re not going to stop doing everything until a new board comes in,” he said. “It’s still our responsibility to keep active in managing and working on issues.”
“I do accept a fresh pair of eyes looking at the district, and (new board members) might want to rearrange some of the priorities,” but the experience and historical knowledge of the current School Board should be taken into account, Fisher said.
Howell, who was hired by the School Board earlier this summer to replace former superintendent Cyndy Simms, said having the board communicate its goals provides her specific direction for her work as district leader.
“I think it’s important for the superintendent to have a clear understanding of the board’s priorities,” Howell said. “My responsibility certainly is to reflect in my work the priorities of the board.”
