Steamboat City Council again postpones decision on West Steamboat Neighborhoods annexation

STEAMBOAT SPRINGS — For a third time, the Steamboat Springs City Council tabled a decision on the annexation of 190 acres west of Steamboat Springs, as the developer, Brynn Grey Partners, finalizes private agreements.

The proposed West Steamboat Neighborhoods development would build about 450 homes and apartments in the area adjacent to the Overlook Park development. Brynn Grey would build 10 homes in 2019 and 26 homes per year thereafter, according to the fact sheet provided by the developer.

Both the developer and council members expressed frustration at Tuesday night’s city council meeting.

Council first tabled the annexation at its Dec. 4 meeting as agreements between Brynn Grey and the Steamboat Springs School District, the Yampa Valley Housing Authority, Alpine Bank and Overlook Park were still being negotiated. In the two city council meetings since then, more and more of those agreements have been completed.

On Tuesday night, the outstanding agreement that concerned council was a negotiation about an access easement between Overlook Park and Brynn Grey.

“My concern is once we have first reading and second reading and the annexation, we’re done,” said Council President Pro-Tem Kathi Meyer. “We don’t have other options. If you can’t deliver and you’ve been overly optimistic — and very charming — but that doesn’t get it done. I’m concerned that you can’t get it.”

Brynn Grey CEO David O’Neil replied, saying “public-private partnerships are a beautiful thing.” He asked that council give the company time to work out the details.

“Is your concern legitimate? I hear it,” he said. “Did we say we’d do that? Yep. Are we not there? That’s correct. Did we demonstrate that there’s high probability that it’s going to fall into place? I believe we have.”

With council member Sonja Macys absent from the meeting, the council’s decision on how they wished to treat the access agreement was split 3-3.

Council members Meyer, Heather Sloop and Scott Ford wanted to include a finalized agreement as an attachment to the ordinance annexing the land. Lisel Petis, Jason Lacy and Robin Crossan wanted to include a condition of approval, which would set a date at which the agreement must be finalized. If the agreement was not finalized by that date, the ordinance would not be approved.

O’Neil asked council members to pass the ordinance.

“If you vote yes tonight, you’re saying ‘yes’ to two town halls. You’re saying ‘yes’ to let’s have the discussion for second reading,” he said. “If you vote no, then let’s not belabor it. We gave it the college try, and it’s not going to work.”

O’Neil said he considered a vote to table the ordinance a no —  a statement council took issue with, especially with council member Macys absent.

Soon after, the council voted to table the measure. Council members Lacy and Petis opposed tabling the measure. Lacy said he voted against tabling the measure because he wanted to see a condition of approval included in the ordinance.

Council will hold two town halls on the annexation — from 10 a.m. to noon Saturday, Jan. 12 and from 5:30 to 7:30 p.m. Thursday, Jan. 17.

For the fourth time, an ordinance annexing the land is scheduled for first reading on Tuesday, Jan. 22.
