Items of routine and non-controversial nature are placed on the consent agenda to allow the board of commissioners to spend its time and energy on more important items on a lengthy agenda. Any Commissioner may request that an item be pulled from the consent agenda and considered separately. Any member of the public may request any item to be pulled from the consent agenda.

A. Approval of county commissioners minutes: Regular meeting of Aug. 16, 2016.

B. Approval of and authorization of the chair to sign on behalf of Routt County as a partner to a Colorado Opportunity Scholarship matching challenge scholarship as submitted by Colorado Mountain College.

C. Approval of and authorization to ratify the chair’s signature on a resolution authorizing assignment to the Colorado Housing and Finance Authority of a private activity bond allocation of Routt County pursuant to the Colorado Private Activity Bond Ceiling Allocation Act.

Public comment will be heard on any item except quasi-judicial land use items. County commissioners will take public comment under consideration but will not make any decision or take action at this time.

11 a.m. Board of Health update

The Routt County Board of County Commissioners will close the Board of County Commissioners hearing and convene as the Routt County Board of Health for this item. Following the completion of this item the Routt County Board of Health will close the Board of Health hearing and reconvene as the Routt County Board of County Commissioners.

Consideration to waive the formal bid process and approve the purchase order related to the purchase of the VHF and microwave batteries at the Oak Creek, Hayden and King Mountain radio sites.

• Emergency operations: Reorganization of Routt County Emergency Management And Communications Center Departments into an emergency operations department.

• Consideration and approval of a one-step pay increase for Karrie Littman to perform day-to-day operational and administrative oversight and direct supervision of employees of the Emergency Communications Center for an interim period effective Oct. 1 and through a period determined by the county manager.

1:45 p.m. Purchasing

Consideration for waiver of the formal purchasing process, approval and authorization of the chairperson to sign a professional services agreement for final architectural design plans and construction documents for Justice Center remodel of garden-level space.

5 p.m. Joint city/county meeting at Centennial Hall.
