Items of routine and non-controversial nature are placed on the consent agenda to allow the Board of County Commissioners to spend its time and energy on more important items on a lengthy agenda. Any Commissioner may request that an item be “pulled” from the consent agenda and considered separately. Any member of the public may “request” any item to be pulled from the consent agenda.

Approval of county commissioners minutes: regular meeting of June 14.

Approval of and authorization to sign a resolution adopting the revised Routt County emergency operations plan.

Approval of and authorization for the chair to sign a resolution in support of Raise the Bar, Protect Our Constitution.

Approval of and authorization for the relocation of Routt County’s existing microwave equipment from its current location of Emerald Mountaing to Mount Werner; noting the cost of $51,388 expended from communications pool fund balance.

Approval of the easement agreement and authorize the board chair to execute the agreement between the county and Barn Village at Steamboat Owners Association

Consideration to approve a new pay scale for the sheriff’s office corporal positions.

• Consideration for approval and authorization for the Chair to sign four immediate changes to existing positions at YVRA:

  1. Transition the maintenance superintendent position from non-exempt to exempt with no pay change.

  2. Transition the assistant restaurant general manager position from non-exempt to exempt with a pay raise that indexes do the restaurant general manager position.

  3. Increase the pay rate/scale for the YVRA maintenance mechanic position to be comparable to the existing position of landside electrician/carpenter position.

  4. Increase the pay rate/scale for the passenger services “Red Coat” positions to make the pay scale high enough to compete with similar job opportunities in Craig, Hayden and Steamboat Springs.

• Consideration to approve and authorize funding the South Routt Medical Center in the amount of $55,403.33 to offset the current shortfall in revenues to the health service district due to the recent bankruptcy filing by Peabody Energy, Inc., noting a supplemental budget will be necessary — funding from general funds reserves and direction to staff regarding developing a promissory note and interest rate to be assessed.

• Consideration to accept the Museum and Heritage Advisory Board’s recommendation and approve the capacity building grant application in the amount of $6,000 for the construction drawings and engineering for the Main Ranch House at the Rehder Ranch. The application was submitted by Yampa Valley Land Trust through Historic Routt County.

2:45 p.m. County manager

• Consideration to approve and authorize Routt County’s contribution of $339,984.68 to the Fiber Optic Build Project under the DOLA EIAF Grant Award # 8079 with an allocation of EIAF funds to YVMC; a supplemental budget will be required by the end of this year, 2016.
