Items of routine and non-controversial nature are placed on the consent agenda to allow the board of commissioners to spend its time and energy on more important items on a lengthy agenda. Any Commissioner may request that an item be pulled from the consent agenda and considered separately. Any member of the public may request any item to be pulled from the consent agenda.

A. Approval of county commissioners minutes: Regular meeting of July 19, 2016.

B. Approval of and authorization to sign a liquor license renewal for La Tazza Inc DAB Hahn’s Peak Café for a tavern license.

C. Approval and authorization to sign a consolidation plat, road vacation resolution, and utility easement vacation and zoning amendment resolution for Elkhorn filing

Public comment will be heard on any item except quasi-judicial land use items. County commissioners will take public comment under consideration but will not make any decision or take action at this time.

• Consideration for adoption of a resolution referring to the registered electors of Routt County, Colorado, a ballot question regarding whether the county may impose an excise tax on the first sale or transfer of unprocessed retail marijuana by a retail marijuana cultivation facility located in unincorporated Routt County.

• Motion to approve and authorize the chair to sign a letter to the Steamboat Lake Water and Sanitation District finding that the amendments to its service plan as originally approved do not constitute material modifications.

1:30 p.m. Planning

• Work session to discuss potential changes to the zoning regulations regarding secondary dwelling units.

2:15 p.m. Deputy county manager

• Approval and authorization of the chairperson to sign the grant cost and record maintenance agreements between Routt County and the fiber optic build project grant partners (Yampa Valley Electric Association, city of Steamboat Springs, Yampa Valley Medical Center and Colorado Mountain College).

• Consideration to approve administrative procedures: Reclassification of current position to a new level position and employee promotion to a higher level position.

• Consideration to approve and adopt the 2015 Affirmative Action Plan and Notice.

Consideration to approve hiring a new employee in the Building and Plant Office at Step 5 of the maintenance operations manager pay scale.

• Consideration to approve hiring an employee at Step 6 of the equipment operator pay scale.

3 p.m. Communications

• Approval and authorization of the chair to sign purchase order #2016008 —2016 radio purchase of two VHF radio for inventory.
