Riverwalk, barn on agenda

Steamboat Springs planning commissioners are set to have a busy night.

The commission will decide during its meeting tonight whether to approve two parts of the Riverwalk development, a 10-building project along Yampa Street between Third and Fifth streets. Commissioners also will share their thoughts about a proposed residential project incorporating the More Barn.

The proposed Riverwalk development would include 72 residential units, seven deed-restricted affordable units, 35 hotel rooms, 35,234 square feet of commercial space and 108 underground parking spaces. The Westland Mobile Home Park would have to be demolished for the development to be built. Tonight, commissioners will review a plan for a conditional use for the conversion of the mobile-home park to a mixed-use development.

The applicant must go through the conditional-use review because of the city’s preservation of mobile-home housing ordinance. The ordinance requires the applicant to complete an impact report before the city will issue a conditional-use permit. The report includes an inventory of residents and homes in the park, as well as a relocation plan that states the proposed date for closing the park. City staff members said the applicant’s impact report is complete.

About 150 people live in Westland Mobile Home Park’s 39 mobile homes. The project has been through two pre-application reviews by the commission and the City Council, and some residents have attended the hearings to state their concerns about losing their homes.

Commissioners also will review the development plan for the Riverwalk project. Development plans address such issues as mass and scale.

Even if commissioners approve the permit and the devel–opment plan tonight, the Riverwalk project is not a certainty. Both reviews also must be approved by the City Council, and planning commissioners and council members will have to approve the project’s final development plan, which addresses architectural issues such as building materials.

Also on tonight’s planning agenda is a plan for Steamboat Barn Village, a residential subdivision with 70 building lots allowing 115 residential units on about 46 acres. The units would include single-family residences, duplexes and townhomes.

Tonight’s hearing is a pre-application hearing, which means commissioners will share their comments about the project but won’t make any formal decisions.

The project, which would be northeast of Pine Grove Road and north of the Yampa Valley Medical Center campus, incorporates the historic More Barn. The barn would be moved 100 feet to the west to provide a buffer from the single-family houses to the east. The barn would be moved to inside a 3-acre park.

The barn was built in 1926 and 1928 by Lena and Martin Yock, who purchased the land in 1903. Willard and Geneva More purchased the property in 1957. The barn is featured in a poster that has come to symbolize Steamboat Ski Area’s Western image.
