After more than two hours of discussion about the preliminary plat of Paul Flood’s residential subdivision “The Meadow,” the Hayden Planning Commission approved the plat given that Flood complete several conditions.

Flood said he was disappointed by some of the conditions that came with the approval, because he thought he had taken care of them.

The first condition in the agreement was to perform a hazard analysis of a water drainage pond on the southwest corner of the 29-lot, 12-acre subdivision, which is planned for construction south of the West Routt Fire Department on Routt County Road 53.

Several Planning Commission members said they had safety concerns with the pond, which would hold 1.2 million to 1.3 million gallons of storm water. Some feared that children playing around the pond might fall in. And Planning Commission member Andrea Hayden asked what would happen if the pond, which is at a higher elevation than the houses in the subdivision, breached the banks, and whether the homeowners would need flood insurance.

Flood said engineers from Northwest Colorado Consultants Inc. had performed soil analysis tests and approved the slope, saying it was fine for a pond.

“This is not a large pond,” Flood said. “It’s nothing tricky.”

However, Flood put himself in an awkward position by starting to dig the pond a few days before receiving town approval. Flood said he did not realize that he needed approval and had started digging because it was a good time to do it because it is dry.

Planning Commission Chairwoman Donna Hellyer said that Flood must follow town procedure but that because he already had started, town staff would discuss with town-contracted planning consultant Tim Katers the possibility of allowing the digging to be finished today.

Another condition of the approval was that Flood begin the rezoning process from its current zoning of open space to a residential zone. The third condition was that Flood present a more detailed drawing and plan of what a wetland area would look like on the southeast corner of the property.

The West Routt Fire Department also must submit a letter in writing stating that it can access houses around a planned, landscaped cul-de-sac island, which Flood said he implemented because he wanted to break up the large area of asphalt to improve the appearance.

In other business:

n Katers said 4S Development, the developers of a planned 900-acre subdivision called Sunburst Ranch, would not be presenting any new information for a preliminary plat approval of their first phase of the subdivision until next year because they are busy working with engineers to draw detailed plans.

n With the absence of former Town Manager Rob Straebel, Katers discussed working with the town to take on some of Straebel’s duties with other planned projects planned, including the annexation of the Routt County Fairgrounds and the Wilfong Annexation for a rental car building at Yampa Valley Regional Airport. The Planning Commission did not approve what, if any, of the projects for which Katers’ planning assistance would be required.

n The Planning Commission appointed Hellyer as its representative on a town manager review committee that will be approved by the Town Board next week to narrow down the list of applicants for the open town manager position.
