Oak Creek board starts annexation

Starting an annexation process for the 51-lot Sierra View subdivision will be one focus of tonight’s Oak Creek Town Board meetings.

Sierra View Development representatives will give a presentation, discuss an engineering review and ask the Town Board to set a date for public comment on the annexation. The development’s 70 units are proposed for a meadow overlooking downtown.

Sierra View developers recently gave the town an updated impact report, showing the proposed land-use pattern and existing water, sewer and electric lines. According to the three-page impact report, the developers will foot most of the bill for extending town services to the annexed area.



The revised report also addresses several concerns that Routt County commissioners expressed about an initial report. To answer concerns about water and sewer capabilities, the impact report states that Civil Design Consultants has given an official evaluation of the sewage plant.

To concerns about streets, the impact report states that Moffat Avenue will be continued to accommodate future growth south of the development.



The report also states that a retention pond will prevent any increases in runoff, and that 2.1 acres of planned open space will satisfy the land-use requirements for open space.

Town Board members also will consider an engineering review from Carter Burgess, an engineering firm representing the town.

Under drainage and geotechnical comments, the engineering report asks whether there is protection for adjacent property owners if the existing ditch on the property backs up and whether roadside troughs would be stabilized. It also asks the developers to provide a drainage report and foundation and house designs for the subdivision.

The engineering report states that Moffat Avenue is so steep that it poses a risk to the public, and that driveways and retaining walls need to be included in the plans.

The Town Board will hear the reports and presentations and then schedule a public hearing on annexing the property. It will not make any decision about annexing the property yet.

The proposed development could create homes for at least 200 people, a more than 20 percent potential increase from Oak Creek’s population of 850.

The Town Board also will consider an ordinance for a ballot question asking that term limits for the mayor and town trustees be eliminated and will discuss buying a chlorination system for the water treatment plant.

The Oak Creek Town Board of Trustees meets at 7 p.m. tonight at Town Hall in downtown Oak Creek.
