Larry Moore: Puzzling poop bags

In the past few weeks I have noticed a puzzling phenomenon. Perhaps others have noticed this as well and can help me understand what’s going on.

On various walking paths and sidewalks (such as Blackmere and Whistler Drive), I’ve spotted plastic bags that are apparently filled with dog poop just laying on the sidewalk or trail. I’m not talking about one or two bags but a fairly large number.

At first I thought “well maybe the people that left these bags are planning on returning and picking them up,” but this has not proven to be the case. It appears that these people feel their duty has ended at the act of putting the poop in the baggie, and they feel no obligation to also remove the bag.

Am I missing something?
