Large development proposed for Stagecoach

— Plans for one of the biggest subdivisions the county has seen in the past few years will be proposed to the Routt County Planning Commission tonight.

The Neighborhoods at Young’s Peak proposes 147-units in a 94-acre area in Stagecoach. That is the largest number of new homes proposed for Stagecoach since the 1970s, before the area’s developer went bankrupt and the building scene was stalled.

“It’s a significant development for Routt County as a whole, and it’s a very significant development for the Stagecoach area,” Routt County Planner Mary Alice Page-Allen said.

“It’s going to define that community.”

The sketch plan for the Neighborhoods at Young’s Peak shows 115 lots with a mix of single-family and duplex lots. That is more lots than Silver Spur, a recent 129-unit development west of Steamboat Springs.

The area is zoned for high-density residential use, so petitioner Brian Stahl also is asking the Planning Commission to change the zoning to low-density residential use.

But because the proposal shows homes at a higher density than what recently has been built in Stagecoach, the main concern voiced by neighbors has been that the development will be too dense, Page-Allen said.

According to the Stagecoach community plan, there are areas where even higher-density developments than this proposal would be allowed, Page-Allen said.

The new homes would be in an area bordered by Routt County roads 16 and 212, and near the existing Coyote Run subdivision, Eagle’s Next townhomes and Wagon Wheel condominiums.

Three distinct neighborhoods are being proposed: Young’s Peak, DoubleCreek and Blacktail Meadows.

More than 27 percent of the area will be open space, including a neighborhood park that possibly would allow fishing, swimming and small watercraft. A trail system with a creekside path running through the center of the area also is proposed.

Young’s Peak, the largest of the three, would have 63 single-family lots and nine duplex lots, averaging two-fifths of an acre each. A through street would connect C.R. 16 and C.R. 212, and a looped roadway would access additional lots. The neighborhood lies between two ridgelines, and so the developer has proposed a “ridgeline protection zone” to limit building heights in certain visible areas.

DoubleCreek, which would be near Coyote Run, would have 12 single-family lots that are about two-thirds of an acre each.

Blacktail Meadows would have 23 duplex lots and eight single-family lots that average about two-fifths of an acre in size.

This proposal is the only item on the Routt County Planning Commission’s agenda for tonight. The Planning Commission meets at 6 p.m. in the Commissioners Hearing Room of the Routt County Courthouse Annex.
