How can the city and county plan?

Q. Why should residents care about the rewrite of the Steamboat Springs Area Community Area Plan?

A. Like every “plan” project that is processed through the city and county planning departments, the SSACP update is community driven. It is the intent of the local elected and appointed officials to know the “grassroot” goals for the future of the Steamboat Springs area.

So, as residents within the community, this is a chance to have your voices heard on topics like growth, land use, economic sustainability, community design, open space, environmentally sensitive areas, public facilities, historic preservation, transportation, and housing.

Throughout the plan’s update process, the goals and policies created with your input will be used by the city and county in evaluating/approving future development projects. If you care about the future appearance, layout, and function of the city, the plan update is your best opportunity to be pro-active.

Q. How will you get the public involved?

A. The plan update is scheduled to take just over one year, and public input will be solicited throughout the process. There will be public meetings held regularly.

Public comment will be taken at these meetings, and comments can also be given to the planning departments in person, by phone, email, or letters at any time.

This month, the city and county are hosting an intensive plan “kick-off” meeting.

This meeting will take place on Friday, November 9 from 6 p.m. to 8:45p.m. and Saturday the Nov. 10 from 9:30 a.m. to 4:30 p.m. at the high school. After the meeting, specific working groups will monitor each of the plan components.

Q. Will we be controlling growth through this plan? Who will decide about that?

A. Yes growth management is one of the major components of the new plan.

As far as decisions go, they will be based on the goals created by the citizens of this community through the planning process.

To implement the community goals, the plan will include policies and action items that will also be created by the plan-update participants and approved by the City Council and the Board of County Commissioners.

Q. Will city and county staff be doing the work on the plan or will it be out-sourced to consultants?

A. Both the city and county will assign project managers from the planning departments to oversee a consultant firm.

The city and county planning staffs will be working closely with the consultant team, but most of the actual language drafting will be done by the consultant.

Our planning staffs are qualified to successfully complete a project such as this but because of the large amount of current planning projects, our attention is best directed to support local land use applications.

Q. What will happen at the kick-off meetings on Nov. 9 and Nov. 10?

A. The basis of the two-day workshop is to identify community goals for the planning process.

These goals and the tools for implementing them will then be listed in a “scope of services” that the selected consultant will perform for the City and County. In this process, the consultant will know up-front what the local citizens want. The people at the workshop will participate in groups that will focus on the specific components of the plan (in question 1). Food will be served both days, and the experience should be both meaningful and fun.
