Steamboat Springs businessman Kevin Nerney talks on a phone outside a tent he hopes will provide shelter from the elements near the jade Summit and the upstairs bar the Pirates Pub, which he runs along with his wife Kathy Nerney. Kathy Nerney was awarded a liquor license last week, however, a provision forbids her husband from being present at either establishment during business hours. He plans to do business outside because of the order.
