Trapper Mining Inc., P.O. Box 187, Craig, CO 81626 (CDRMS Permit No. C-81-010, approved 12/31/07), intends to request release of Phase I bond liability on portions of its reclaimed mine lands. A surety bond in the amount of $18,500,000.00 is presently in place. No reduction in the amount of the bond is sought with this bond release application.

Those portions of the mine for which Phase I bond release liability is requested contain 476.6 acres of rangelands reclaimed from 2003 to 2007 that have been backfilled and regraded, with controlled drainages constructed, retopsoiled and reseeded in accordance with CDRMS regulations. A perennial native grass/forb/mountain shrub community will be established to achieve the post-mining land use of rangeland.

This information is being proposed as bond release request SL-8. All reviews and comment periods as provided in the Act and Regulations promulgated thereunder initiate from this date of filing. Trapper Mine is located 6 1/2 miles south of Craig, Colorado. The specific area to which this proposed bond release request applies is:

T5N, R90W Portions of Section 6.

T5N, R91W Portions of Sections 1 and 3.

T6N, R90W Portions of Section 31.

T6N, R91W Portions of Sections 26, 27, 28, 32, 33, 34, 35 and 36.

Project Description
Colorado Northwestern Community College is planning to build a new education facility on the Craig Campus in Moffat County, Colorado. We are soliciting for a design team to work with CNCC in designing, bidding and constructing the new facility.
Scope of Work
The selected Architect will be required to design the new structure based on space programming provided by CNCC. The facility is approximately 15,000 assignable square feet and 18,000 gross square feet. The structures primary functions include classrooms, lab and shop spaces for Cosmetology, Massage Therapy, Mine Training, Power Plant and Industrial Electrician, facility offices and support spaces.
LEED certification is not required for this facility however best practices to achieve a sustainable design shall be incorporated.
The estimated Project Budget for the Career Technical Center facility is $3 million dollars.
Minimum Requirements
Qualified applicants will be determined as those that can meet the criteria that will be considered for selection by the Screening Committee. To be considered interested firms shall, as a minimum: (1) Have recent, direct experience designing this type of facility, (2) Have an established office in the State of Colorado for at least two years, (3) Have experience with designing projects in rural Colorado (Western Slope)
